Did the Catholic Church believe in reincarnation before the Council in Constantinople? 

No, reincarnation denies the salvation of Christ, his promise of the resurrection of the death and life after death.  In St. Paul's letter to the Hebrews 9:27 it says: "Just as it is appointed that human beings die once, and after this the judgment..."

 

Were Origen's writings condemned because he believed in reincarnation?

In the Council of Constantinople II in 553 A.C. there was the formal condemnation of Origen and his teachings.  Origen believed in the pre-existence of the soul, and his teachings were condemned by the Church.
